Label-change HISTORY for ONE approval, keyed by the public approval_id: an ascending list of versions, each with effective_time, previous_effective_time and changes[] - field-level diffs ({field, old_value, new_value, change_type: added|removed|modified}). Built from captured label diffs; when none exist it falls back to SPL version snapshots (indications-only diffs). An EMPTY history list is a normal HTTP 200 (no changes recorded - common for EMA records): report 'no recorded label changes', never an error and never a fabricated history. Unknown ids return HTTP 404; malformed ids HTTP 400. Implicit 2xx envelope.
