Target to Drugs

Look up all drugs that modulate a specific biological target (fixed 50-drug cap per call). Returns drug name, phase, approval status, mechanism of action, and safety warnings. The action filter is an exact, non-fuzzy match against the relationship's action_type (e.g. 'INHIBITOR') - a mistyped value returns an empty result, not an error. A target that cannot be resolved returns HTTP 500 with an explanatory 'not found' error naming the input - correct the target name; repeating the same input cannot succeed.
